2025 Strategic Plan
Guiding Housing Action and Investment in Cook County
A Community-Driven Roadmap for Housing in Cook County
The Cook County Housing and Redevelopment Authority’s 2025 Strategic Plan outlines a clear, community-driven path forward for addressing housing needs across the county. Building on the foundation of the 2023 Strategic Plan, this update reflects new priorities, evolving housing challenges, and a continued commitment to transparency, inclusion, and long-term results.
Developed through collaborative planning sessions held in June and July 2025, the Strategic Plan was shaped by HRA board members, staff leadership, and facilitated discussion. The process focused on identifying the most impactful areas where the HRA can direct its time, resources, and partnerships to strengthen housing opportunities for current and future residents.
Strategic Planning Process
Ahead of the planning sessions, HRA board members were asked to identify potential priorities that could enhance the Authority’s work. From an initial list of 25 ideas, members brought forward their top priorities for group discussion. Through facilitated dialogue, five new priority areas emerged with the strongest shared support and were adopted to complement the HRA’s existing strategic goals.
Throughout this process, the HRA also identified potential community partners, outlined next steps, and assigned Key Performance Indicators (KPIs) to ensure accountability and measurable progress. The organization’s mission, vision, and values were reviewed and reaffirmed as guiding principles for the updated plan.
2025 Strategic Priorities
The 2025 Strategic Plan focuses on five key initiatives that will receive dedicated attention and resources over the coming years:
Assisted & Elder Housing
Cook County has the highest median age population in Minnesota, creating a growing need for housing options that support aging residents. The HRA will lead efforts to explore assisted living, cooperative housing, and other elder-focused models that allow residents to remain in their community as their needs change.
Key Actions Include:
- Hosting community conversations across the county
- Identifying partners and development opportunities
- Issuing and evaluating Requests for Proposals (RFPs)
Local Housing Trust Fund
The establishment of a Local Housing Trust Fund will provide flexible, locally controlled funding to support housing development, preservation, and stabilization. This tool will allow the HRA to respond more effectively to housing needs and leverage matching funds and other investment opportunities.
Key Actions Include:
- Board approval and legal establishment of the fund
- Financial performance monitoring
- Dedication of Voluntary Business Contributions (VBCs)
Residential Open Space Overlay (ROSO) District
The ROSO District introduces a zoning approach that supports new housing development while preserving open space. The HRA will work with Cook County Land Services, property owners, developers, and community members to promote responsible development using this model.
Key Actions Include:
- Identifying priority development sites
- Hosting community meetings in each Commissioner District
- Supporting at least one completed ROSO development project
High-Efficiency & Low-Operating-Cost Housing
Rising construction and operating costs pose challenges for both new and existing housing in Cook County. The HRA will expand partnerships and incentives to promote energy-efficient housing solutions that reduce long-term costs for residents.
Key Actions Include:
- Expanding funding for energy-efficiency improvements
- Growing partnerships with local and statewide organizations
- Incorporating efficiency standards into future HRA-supported projects
Countywide Housing Plan
To better guide future development, the HRA will lead the creation of a comprehensive Countywide Housing Plan. This effort will align with Cook County’s broader comprehensive planning process and help identify zoning, policy, and development strategies that support attainable housing.
Key Actions Include:
- Hosting community meetings and listening sessions
- Reviewing and adjusting zoning ordinances that limit housing options
- Completing the housing component of the county’s Comprehensive Plan
Ongoing Strategic Goals
In addition to the five new priorities, the HRA continues to advance the core goals established in the 2023 Strategic Plan:
- Expanding housing opportunities for residents of all income levels
- Acquiring and developing resources to support housing programs
- Preserving existing housing throughout Cook County
These goals remain foundational to the HRA’s work and are integrated into each new strategic initiative.

Envelope & Energy Grant Project
The program was developed after recurring issues were identified through the county’s Healthy Housing Network assessments, many of which pointed to problems with building envelopes and energy performance. Recognizing these challenges, the HRA and its partners worked together to create a coordinated program that helps income-qualified residents complete critical efficiency improvements.
Assisted & Elder Housing Initiative
The Assisted & Elder Housing Initiative responds to the increasing demand for housing options that meet the needs of older adults, including assisted living, cooperative housing, and accessible, age-friendly designs. Through collaboration with residents, local partners, and housing professionals, the initiative works to develop solutions that help seniors remain in Cook County while maintaining independence, safety, and quality of life.
Countywide Housing Plan
The Countywide Housing Plan provides a strategic framework for examining Cook County’s housing landscape and responding to both current and future needs. It assesses existing housing conditions, highlights shortages in supply and affordability, and recommends policies and approaches that support residents across all life stages, incomes, and household sizes.
Gunflint Vue Multifamily Project
Gunflint Vue, located at 861 5th Avenue West in Grand Marais, is a 51-unit multifamily development that offers a mix of income-qualified and market-rate housing. Designed for year-round residents, seasonal workers, and families, the community combines modern amenities, energy-efficient construction, and close access to Cook County’s natural surroundings to provide a distinctive North Shore living option.
Local Housing Trust Fund
The Local Housing Trust Fund serves as an important resource for advancing safe and attainable housing throughout Cook County. Created by the Cook County Housing and Redevelopment Authority, the fund offers flexible local financing to support new housing development, preservation, and rehabilitation for households across a range of income levels. By sustaining this funding source, the HRA can better address community housing needs, attract additional investment, and support a strong, inclusive future for Cook County residents.
Residential Open Space Overlay (ROSO) District
The Residential Open Space Overlay (ROSO) District is a land-use framework that promotes new housing development while safeguarding Cook County’s natural environment and open spaces. Implemented by Cook County Land Services with support from the HRA, the ROSO District enables clustered residential development that maximizes land efficiency, lowers infrastructure expenses, and preserves significant shared open space. This model supports thoughtful growth in appropriate areas while maintaining the landscapes that are central to the county’s character.
